Sanjay successfully challenged, by way of judicial review, certain findings of a Commission of Enquiry, appointed by the President of the Republic, in September 2014, to enquire into horseracing in Mauritius. The Supreme Court held that there had been a breach of the rules of natural justice, in that the MTC had not been informed of the evidence before the Commission, nor given the opportunity to comment on the evidence or cross-examine those who had testified against it.
